scripts/checkpatch: roll diff tweaking into checkpatch itself

Rather than relying on external tweaks lets just do it inside
checkpatch's direct commitish handling which is QEMU specific code
anyway.

patchew: move quick build job from CentOS 7 to CentOS 8 container

It has been over two years since RHEL-8 was released, and thus per the
platform build policy, we no longer need to support RHEL-7 as

ci: store Patchew configuration in the tree

Patchew cannot yet retrieve the configuration from the QEMU Git tree, but
this is planned. In the meanwhile, let's start storing it as YAML

so that the Patchew configuration (currently accessible only to administrators)
is public and documented.
