The Win32 Port was originally submitted by Steve Kemp.

The diffs he submitted were a bit messy, and the makefile was not
acceptible in the state in which he submitted it.

He originally submitted the GNU getopt implementation for use with
Win32, this has since been replaced with NetBSD's getopt. (for
licensing reasons).
