tap: Remove qemu_using_vnet_hdr()
Since qemu_set_vnet_hdr_len() is always called when qemu_using_vnet_hdr() is called, we can merge them and save some code.
For consistency, express that the virtio

This means that if a device cared about the ResetType it would need to record it in the enter phase method to use later on. Pass the type to all three of the phase methods to avoid having to do that.

In preparation for such a change, add MemReentrancyGuard * as a parameter of qemu_new_nic().
