libc/stdio: Add _unlocked() flavors of fflush, fputc, fputs, fread, fwrite.
These are needed by some dports and can also be used in various things
in base. Bump __DragonFly_version, too.

gcc80: Make bootstrapping more permissive.
To allow boostrapping on OpenBSD/Linux hosts:
* provide CROSS_LIBDL knob when needed;
* disable use of iconv in support libs;
* disable werror in hostl
