release: Mount tmpfs at /usr/local/etc only if exists for ISO

For an ISO release built with the 'nopkgs' option, it doesn't have the
'/usr/local/etc' directory. Thus the boot process would fail because it
cannot mount tmpfs at the non-existent directory '/usr/local/etc'.

Fix this issue by checking the existence of '/usr/local/etc' before
appending the corresponding entry to the ISO's fstab.

DEVFS - rollup - Userland, nrelease, and installer

* Remove MAKEDEV and MAKEDEV use in the build system.

* Add a new libc function fdevname() taking a file descriptor and
returning the device name.

* Remove the MFS /dev for the CD and adjust the nrelease build system
to use devfs.

* Installer adjustments: PFI search path, remove device node maker
(it is non-applicable with devfs).

* Add mount_devfs to the build Makefile.

* Change dhclient to use an auto-cloning bpf.

* The VN device now uses labels by default, and no longer supports
non-label configurations (though you can of course ignore the label
area and just r/w the raw device anyway).

Create a softlink from /kernel to /kernel.BOOTP on the CD. Mount
/usr/local/etc with MFS. Note that pxebooted loader code now loads up
different config files (e.g. loader-bootp.conf instead of loader.conf,
kernel.BOOTP instead of kernel)..

This will facilitate upcoming installer work which will allow a CD-booted
machine to simply export the CD and act as a dhcp/tftp/nfs server for
pxeboot clients.

Introduce /usr/src/nrelease which begins to implement the new 'live CD'
ISO builder idea. This initial commit is capable of creating bootable
ISO images which contain a complete working distribution but will boot
into a login prompt (login as root) rather then sysinstall or a
sysinstall-like utility. Development is ongoing. Critical subdirectories
are remounted as MFS so most normal commands, including vi, should work just
fine.

Hopefully fix mountroot on our LiveCDs.

Before the recent loader changes, the root device to use for CD-ROM
booting (/dev/cd0) was properly passed from the loader to the kernel
so the entry in fstab was never used.

However, with the new loader code this doesn't happen anymore (for
yet unknown reasons), so the fstab entry is tried and fails, because
it is wrong.

So for now, adjust our fstabs to use /dev/cd0.
