locales: Update to CLDR version 27.0.1 (from 2.0.1)

These input files use localedef(1) instead of colldef(1) to generate and install new LC_COLLATE files.

These input files use localedef(1) instead of colldef(1) to generate and install new LC_COLLATE files.
Only UTF-8 collation will be installed. All other codesets will symlink to their UTF-8 counterparts. UTF-8 is the default codeset for every territory.
