Remove no_NO (only use nb_NO and nn_NO)
There are only two variations of Norwegian: Bokmål or nynorsk, both of which are equally official. These are established by law and governmental policy: Bokmål (literally "book language") and Nynorsk (literally "new Norwegian"). The Norwegian Language Council recommends the terms "Newegian Bokmål" and "Norwegian Nynorsk" in English.
The no_NO variant is a holdover from when nb_NO and nn_NO were created. In glibc, the old no_NO was kept as an alias to nb_NO. This option is considered confusing and probably should have been removed years ago.
