kernel/acpi: Process the ACPI_Q_BATT_RATE_ABS quirk before the rate is used.

Stupid mistake, we need to adjust the rate before it is added to
valid_rate.

Discovered on a Packard Bell ENTF71BM laptop.

kernel: Move sys/dev/acpica5 to sys/dev/acpica.

The 5 used to indicate that it was imported from FreeBSD 5 but that
doesn't matter anymore.

Use M_INTWAIT instead of M_NOWAIT for the rest of the acpica support code.
Also remove (now unneeded) NULL checks.
