Deterministic algorithm: For each file: If not .svg: For each line: If doesn't contain `\bxmlns\b`: For each link, `\bhttp://[^# \t\r\n]*(?:\w|/)`: If neither `\bgnu\.org/license`, nor `\bmozilla\.org/MPL\b`: If both the HTTP and HTTPS versions return 200 OK and serve the same content: Replace HTTP with HTTPS.

docs: usb: rename files to .rst and add them to drivers-api
While there are a mix of things here, most of the stuff were written from Kernel developer's PoV. So, add them to the driver-api book.

While there are a mix of things here, most of the stuff were written from Kernel developer's PoV. So, add them to the driver-api book.
A follow up for this patch would be to move documents from there that are specific to sysadmins, adding them to the admin-guide.
