The header file algapi.h includes skbuff.h unnecessarily since all we need is a forward declaration for struct sk_buff. This patch removes that inclusion.

Unfortunately skbuff.h pulls in a lot of things and drivers over the years have come to rely on it so this patch adds a lot of missing inclusions that result from this.

Rather than chunking via PAGE_SIZE, this commit changes the arch implementations to chunk in explicit 4k parts, so that calculations on maximum acceptable latency don't suddenly become invalid on platforms where PAGE_SIZE isn't 4k, such as arm64.

Add a 64-bit SSE2 implementation of NHPoly1305, an ε-almost-∆-universal hash function used in the Adiantum encryption mode. For now, only the NH portion is actually SSE2-accelerated; the Poly1305 part is less performance-critical so is just implemented in C.
