sc16is7xx becomes the core functions which can support multiple bus

No functional changes intended.

Also simplify and improve Kconfig entries.
- Capitalize SPI keyword for consistency
- Display list of supported ICs each on a separate line (and aligned) to
facilitate locating a specific IC model
- Add Manufacturer name at start of description string
- Add UART keyword to description string

We want to enable runtime PM for serial port device drivers in a generic
way. To do this, we want to have the serial core layer manage the
registered physical serial controller devices.

To manage serial controllers, let's set up a struct bus and struct device
for the serial core controller as suggested by Greg and Jiri. The serial
core controller devices are children of the physical serial port device.
The serial core controller device is needed to support multiple different
kind of ports connected to single physical serial port device.

Let's also set up a struct device for the serial core port. The serial
core port instances are children of the serial core controller device.

With the serial core port device we can now flush pending TX on the
runtime PM resume as suggested by Johan.

Create a separate file from them.

Also handle errors properly in the cases where RT288x/Au1xxx code is
not configured.

It seems that 0x1000 mapsize is likely overkill but I've kept it the
same as previously (the value was shrunk to that value in commit
b2b13cdfd05e ("SERIAL 8250: Fixes for Alchemy UARTs.")). Seemingly, the
driver only needs to access register at 0x28 for the divisor latch.

The Kconfig side is a bit tricky. As SERIAL_8250_RT288X is bool it can
only be =y. It is possible to have SERIAL_8250=m + SERIAL_8250_RT288X=y
which required altering when 8250/ is included or the rt288x would not
be built.

Intel Moorestown and Medfield are quite old Intel Atom based
32-bit platforms, which were in limited use in some Android phones,
tablets and consumer electronics more than eight years ago.

There are no bugs or problems ever reported outside from Intel
for breaking any of that platforms for years. It seems no real
users exists who run more or less fresh kernel on it. The commit
05f4434bc130 ("ASoC: Intel: remove mfld_machine") also in align
with this theory.

Due to above and to reduce a burden of supporting outdated drivers
we remove the support of outdated platforms completely.

Introduce support for LINFlex driver, based on:
- the version of Freescale LPUART driver after commit b3e3bf2ef2c7 ("Merge
4.0-rc7 into tty-next");
- commit abf1e0a98083 ("tty: serial: fsl_lpuart: lock port on console
write").
In this basic version, the driver can be tested using initramfs and relies
on the clocks and pin muxing set up by U-Boot.

Remarks concerning the earlycon support:

- LinFlexD does not allow character transmissions in the INIT mode (see
section 47.4.2.1 in the reference manual[1]). Therefore, a mutual
exclusion between the first linflex_setup_watermark/linflex_set_termios
executions and linflex_earlycon_putchar was employed and the characters
normally sent to earlycon during initialization are kept in a buffer and
sent afterwards.

- Empirically, character transmission is also forbidden within the last 1-2
ms before entering the INIT mode, so we use an explicit timeout
(PREINIT_DELAY) between linflex_earlycon_putchar and the first call to
linflex_setup_watermark.

- U-Boot currently uses the UART FIFO mode, while this driver makes the
transition to the buffer mode. Therefore, the earlycon putchar function
matches the U-Boot behavior before initializations and the Linux behavior
after.
