Fix quoting in macro.
Needed by dialog-1.2-20150513.

Merge in wide curses code done as a Summer of Code project by

Move UCB-licensed code from 4-clause to 3-clause licence.

Patches provided by Joel Baker in PR 22280, verified by myself.

Moved unctrl.h from games/mille.
Install it, as it's part of the curses interface.
