Add uid_from_user() and gid_from_group(), derived from pax's cache.c.
It replaces the existing pwcache.c functions user_from_uid(3) and

Teach sysconf(_SC_GETGR_R_SIZE_MAX) the correct size of a buffer for the

proto getgrgid_r and getgrnam_r

Remove the advertising clause in the UCB license which Berkeley
rescinded 22 July 1999. Proofed by myself and Theo.

Well, as we are heading for a release people are encouraged to rebuild their
entire trees for testing anyway, I might as well do this intrusive touching
of include files now. Added openBSD tags.
