There is no default for the rtable login.conf capability.

If it is not set it will use the current rtable. It will not force every
login to the default (0) rtable. For that rtable should be set to 0

man pages with pseudo synopses which list filenames end up creating
very ugly output in man -k; after some discussion with ingo, we feel
the simplest fix is to remove such SYNOPSIS sections: the info is hardly
helpful at page top, is contained already in FILES, and there are
sufficiently few that just zapping them is simple;

make -column lists pretty again;

specifically, rewrite them to permit some markup in the column headers,
and use "Ta" instead of literal tabs; mandoc does not currently match groff
100%, but a mandoc fix may be some time off, and we've gone enough releases
with poorly formatting column lists.

in some cases i have rewritten the lists as -tag, where -column made
little sense.
