The "[s390x] GCC (other-system)" and the "[s390x] GCC check-tcg"
jobs are hitting the 50 minutes timeout in Travis quite frequently
since a w

.travis.yml: Shorten the runtime of the problematic jobs

The "[s390x] GCC (other-system)" and the "[s390x] GCC check-tcg"
jobs are hitting the 50 minutes timeout in Travis quite frequently
since a while.

To fix it, we've got to drop a lot of the targets from the target
list in the jobs to make them work again.

With regards to the "check-tcg" test, we can move the check with
"s390x-linux-user" to the "user" job instead which also builds
the s390x-linux-user target.

And while we're at it, remove the "--enable-fdt=system" configure
switch (since this is not required nowadays anymore).

hexagon target uses 'flex', 'bison' to generate id

travis.yml: Add missing 'flex', 'bison' packages to 'GCC (user)' job

Since commit fd8171fe52b5e("target/hexagon: import lexer for idef-parser") the
hexagon target uses 'flex', 'bison' to generate idef-parser. However default
travis builder image for 'focal' may not have these pre-installed, consequently
following error is seen with travis when trying to execute the 'GCC (user)' job
that also tries to build hexagon user binary:

we can simply use the pre-build library from the distributio

Each job uses its own addons section nowadays, so the generic section

travis.yml: Use the libfdt from the distro instead of the submodule

No need to compile-test third party submodules over and over again if
we can simply use the pre-build library from the distributio

No need to compile-test third party submodules over and over again if
we can simply use the pre-build library from the distribution instead.

By also adding --enable-fdt=system to the configure options, we can
also avoid to check out the "dtc" submodule here.
