microblaze: switch boards to "default y"
Some targets use "default y" for boards to filter out those that require
TCG. For consistency we are switching all other targets to do the same.

hw/misc: Add a config switch for the "unimplemented" device
The device is only used by some few boards. Let's use a proper Kconfig

microblaze-softmmu.mak: express dependencies with Kconfig
%-softmmu.mak only keep boards and optional device
definitions in Kconfig mode.

Whenever a symbol is referenced from multiple subdirectories, the
script prints the list of directories that reference the symbol.
These symbols have to be added manually to the Kconfig files.
Kconfig.host and hw/Kconfig were created manually.
