The Nios II target is deprecated since v8.2 in commit 9997771bc1
("target/nios2: Deprecate the Nios II architecture").

Remove:
- Buildsys / CI inf

Single quotes in the arguments (e.g.: -cpu 'qemu64,apic-id=0') are
not removed in the Windows environment before it is passed

tests/qtest: machine-none-test: Use double quotes to pass the cpu option

Single quotes in the arguments (e.g.: -cpu 'qemu64,apic-id=0') are
not removed in the Windows environment before it is passed to the
QEMU executable. Such argument causes a failure in the QEMU CPU
option parser codes.

Change to use double quotes which works fine on all platforms.

Since commit a2ce7dbd917 ("meson: convert tests/qtest to meson"),
libqtest.h is under libqos/ directory, while libqtest.c is still in
qtest/. Move back to it

so the code has likely completely bit-rotten already. It's been
marked as deprecated since two releases now and nobody spoke up
that there is still a need to keep it, thus let's remove it now.
