Improve usability.

- Add IDM_CROPSELECTION command in "Edit" menu.
- If no selection, then disable IDM_CROPSELECTION.

[MSPAINT] Distinguish between icons and cursors (#5884)

- Convert icons/*_cur.ico to the cursor files (*.cur).
- The hot spot is (16, 16) (default).
- Rename icons/ folder as img/.
- Use LoadCurs
