UTF-8 locales: Change all to use single master CTYPE file

The xx_Comm_US locale has been removed. It's CTYPE file has moved
to en_US.UTF-8, and all other UTF-8 locales' CTYPE links to it.

The non-UTF8 locales remain essentially the same. They have tailored

The lack of Arabic support on BSD seems to be a glaring omission, so
lets help rectify that by adding since 6 locales:

lets help rectify that by adding since 6 locales:
ar_AE: United Arab Emirates
ar_EG: Egypt
ar_JO: Jordan
ar_MA: Morocco
ar_QA: Qatar
ar_SA: Saudi Arabia

There are obviously more (e.g. Iraq, Kuwait, Algeria, Libya, Tunisia,
Syria, etc.) but I selected these as being the most likely to be
used in my limited opinion.

They are UTF-8 locales only. Most of them are identical to ar_SA except
for the monetary definitions (each has a different currency)

Regenerate locales (common.UTF-8 => xx_Comm_US.UTF-8)

A rename is required because some applications check the format of the
locale name, so we need to use a legal one (e.g. xx_Yyyy_ZZ.<encoding>)

created, unfortunately, so it can slowly rot if not updated.

Other locales can use the versatile support of UTF-8 by setting
LC_CTYPE to "common.UTF-8" in the environment.

* da_dk
* de_(AT|CH|DE)
* en_GB
* (es|eu)_ES
* fi_FI
* fr_(BE|CH|FR)
* is_IS
* it_(CH|IT)
* (nb|nn)_NO
* nl_(BE|NL)
* pt_PT
* sv_(FI|SE)

2) Localities where ISO-8859-1 can't represent local currency symbol
* en_PH (PH Peso)
* es_CR (Colon)

Let's limit usage of the "obsolete" ISO-8859-15 to countries in
Europe. Users of the eight locales affected should use UTF-8 instead.

en_IE: Ireland only had UTF-8. To be uniform with the UK and Western
Europe, bring in ISO8859-15 and set that as the alias for the
shortname. Do not bring in -1.

It turns out that using a commented source file for LC_* file generation
really isn't a good idea. In the cldr2def tool's charmap.xls, the
low ASCII is transformed to the "Full width" versions, but the first
byte just happens to be "#". Yes, that's right, the comment character.

Since all comments are either "#" or or followed by a space, I can fix
the resulting broken zh_Hans_CN.GB2312 by alterning the grep instruction.
However, if we ever have a legitimate single "#" character as input, then
this won't work anymore.

The Armenian changes are a result to a tool correction that will be
commited shortly.

Import generated locales (time, money, msg, numeric)

All the definitions were generated by the "new" tool located at
src/tools/tools/locale. It uses CLDR version 2.0.1 and Unicode
release 8.0.0.

This is necessary because the upcoming locale updates are going to be
generated and we can avoid carrying ancient aliases over. Also note
that Serbia's change may not be complete until the entire locales are
updated.

which are equally official. These are established by law and governmental
policy: Bokmål (literally "book language") and Nynorsk (literally "new
Norwegian"). The Norwegian Language Council recommends the terms
"Newegian Bokmål" and "Norwegian Nynorsk" in English.

The no_NO variant is a holdover from when nb_NO and nn_NO were created.
In glibc, the old no_NO was kept as an alias to nb_NO. This option is
considered confusing and probably should have been removed years ago.
