Change sc_dying from u_char to bool.

Remove dying ftom vb_args and use sc_dying instead.

New device wsbell - allows for a console beep for non pckbds (usb etc).
Works for platforms without pcppi - can work with spkr at audio and spkr
at pcppi.

To use add the following to your kernel con
