When printing a function name for warning or error lines, prefer a global

Import binutils-2.11.2
- only the binutils package (no gdb here)
- don't import libiberty and texinfo, they are elsewhere
- remove all .info* generated files

Import binutils-2.10
- only the binutils package (no gdb here)
