Do not run the ld.so regression test on static arches.

no more need to explicitly specify regress: _SUBDIRUSE targets anymore.
XXX - what about the install targets?

add a regression for test for "elfbug": the bug in ELF ld.so
that cause the 'Unresolved inheritance operation' error message.
