Regress test cleanup step 1 of n: require-order no longer exists.

regression test for include directive (if anyone has a better way to do
this messy include file copy, let me know)

Allow numbers to be used as unquoted strings again.
While there, also restrict the use of concatenated, unquoted
strings for variable assignments only.
