Remove control socket reference

Replace snmpctl(8) references with snmp(1).

Remove a lie that "snmpd does not fully work yet". It works like a charm.

now that we can handle >9 args, put "-D name=value" on one line: it's a bit
more readable, and fixes a spacing bug we had in smtpd.8;

Fix .Oo .Xo .Oc .Xc mis-nesting by just dropping the .Xo and .Xc which,
in these cases, is useless anyway.
Found by and fixing the build with mandoc;
still fine with both old and new groff.

Start working on snmpd(8) and snmpctl(8), a lightweight SNMP implementation
for OpenBSD. SNMP is a necessary evil. This is work in progress, don't
expect too much from it yet.
