Replace snmpctl(8) references with snmp(1).

# 97690360 10-Feb-2015 reyk <reyk@openbsd.org>

Remove a lie that "snmpd does not fully work yet". It works like a charm.

1) move the creation of 'restricted' communication sockets
into snmpd.conf
2) add the ability to specify an alternate 'control' socket location

only one control socket, for the time being)

Committing slightly ahead of schedule in order to clear the pipeline
for a few other upcoming changes.

but 1.21 does;

now that we can handle >9 args, put "-D name=value" on one line: it's a bit
more readable, and fixes a spacing bug we had in smtpd.8;

# 9fc472ef 23-Feb-2010 schwarze <schwarze@openbsd.org>

Fix .Oo .Xo .Oc .Xc mis-nesting by just dropping the .Xo and .Xc which,
in these cases, is useless anyway.
Found by and fixing the build with mandoc;
still fine with both old and new groff.

expect too much from it yet.
