If QEMU has been configured with "--without-default-devices", the build is currently failing with:
/usr/bin/ld: libqemu-riscv32-softmmu.a.p/target_riscv_cpu_helper.c.o: in function `riscv_cpu_do_interrupt': .../qemu/target/riscv/cpu_helper.c:1678:(.text+0x2214): undefined reference to `do_common_semihosting'
We always want semihosting to be enabled if TCG is available, so change the "imply" statements in the Kconfig file to "select", and make sure to avoid calling into do_common_semihosting() if TCG is not available.

Now that boards are enabled by default and the "CONFIG_FOO=y" entries are gone from configs/devices/, there cannot be any more a conflicts between the default contents of configs/devices/ and a failed "depends on" clause.
With this change, each individual board or target can express whether it needs FDT. It can then include the common code in the build via "select DEVICE_TREE", which will also as tell meson to link with libfdt.
This allows building non-microvm x86 emulators without having libfdt available.

Add a target-specific Kconfig. We need the definitions in Kconfig so the minikconf tool can verify they exits. However CONFIG_FOO is only enabled for target foo via the meson.build rules.
Two architecture have a particularity, ARM and MIPS. As their translators have been split you can potentially build a plain 32 bit build along with a 64-bit version including the 32-bit subset.
